Using Zmodem protocol over a Telnet connection requires that the Zmodem
programs adjust themselves to allow for that fact. Does Kermit protocol
work over the same connection?

First try telling Kermit to "set parity space" in case your Telnet connection
is 7-bit wide in the downstream direction. If that doesn't help then
send a Kermit packet log ("log packets", send the resuling packet.log file to
kermit-support@columbia.edu) and we'll take a look at it.

When you use VMODEM, you are taking chances, since it hides Telnet
negotiations from the application, and in many cases the application needs
to see them.

Kermit can up and download files on any kind of connection; sometimes it
takes some tuning but all the knobs are there.
